The Community Eligibility Provision, which allows schools with high poverty rates to offer free meals to all students, has gained significant participation nationwide, benefiting 19.9 million children across the country and prompting discussions about the need for universal school meals. Crystal FitzSimons, of the Food Research and Action Center, said CEP participation is up in almost every state.
