Agriculture Secretary Tom Vilsack toured Betty Reid Soskin Middle School in California's West Contra Costa Unified School District this week and praised the statewide universal school meal program that was established this school year. "This state understands that when youngsters are fed and fed well, the expectation is they'll do well," said Vilsack.
