Free meals change Ore. definition of child poverty

Faced with a lack of data on student poverty due to universal school meals, the Oregon State Board of Education has adopted a new definition of "economically disadvantaged" students. Beginning in the next school year, students considered disadvantaged will be those whose families receive federal assistance, including food stamps, are in the foster system, are migrants or are experiencing homelessness.
